Previous Next BANGKOK (AP) — China has banned exports of key materials used to make a wide range of products, including smartphones, electric vehicles, radar systems and CT scanners, swiping back at Washington after it expanded export controls to include dozens of Chinese companies that make equipment used to produce advanced computer chips. Both sides say their controls are justified by national security concerns and both accuse the other of “weaponizing” trade. Analysts say the latest restrictions could have a wide impact on manufacturing in many industries and supply chains.“Critical mineral security is now intrinsically linked to the escalating tech trade war,” Gracelin Baskaran and Meredith Schwartz of the Center for Strategic International Studies, wrote in a report on Beijing's decision. The full impact will depend partly on whether U.S. industries can compensate for any loss of access to the strategically important materials, equipment and components. Here’s why this could be a tipping point in trade conflict between the two biggest economies, coming at a time when antagonisms already were expected to heat up once President-elect Donald Trump takes office, given his vows to hike tariffs on imports of Chinese-made products. What did China do and why? China has banned, in principle, exports to the United States of gallium, germanium and antimony — critical minerals needed to make advanced semiconductors, among many other types of equipment. Beijing also tightened controls on exports of graphite, which is used in EV and grid-storage batteries. China is the largest source for most of these materials and also dominates refining of those materials, which are used both for consumer goods and for military purposes.The limits announced Tuesday also include exports of super-hard materials, such as diamonds and other synthetic materials that are not compressible and extremely dense. They are used in many industrial areas such as cutting tools, disc brakes and protective coatings. Next on the list of potential bans, experts say: tungsten, magnesium and aluminum alloys. What did the U.S. do and why? The Chinese Commerce Ministry announced its measures after the U.S. government ordered a slew of new measures meant to prevent sales to China of certain types of advanced semiconductors and the tools and software needed to make them. Washington also expanded its “entity list” of companies facing strict export controls to include 140 more companies, nearly all of them based in China or Chinese-owned. Commerce Secretary Gina Raimondo said the revised rules were intended to impair China’s ability to use advanced technologies that “pose a risk to our national security.” The updated regulations also limit exports to China of high-bandwidth memory chips that are needed to process massive amounts of data in advanced applications such as artificial intelligence.Export licenses will likely be denied for any U.S. company trying to do business with the 140 companies newly added to the “entity list,” as well as the dozens of others already on the list. The aim, officials said, is to stop Chinese companies from leveraging U.S. technology to make their own semiconductors. The Biden administration has been expanding the number of companies affected by such export controls while encouraging an expansion of investments in and manufacturing of semiconductors in the U.S. and other Western countries. Washington also extended the restrictions on exports of advanced semiconductor technology to companies in other countries, though it excluded companies in key allies like Japan, South Korea and the Netherlands that are thought to have adequate export controls of their own. How important are those materials? In a word: very. For the U.S., Japan, South Korea, Taiwan and other producers of advanced technology and components, access to materials with such properties as high conductivity is crucial: gallium and germanium increasingly are used in advanced semiconductors in place of silicon. The materials subject to Chinese export controls are among 50 the United States Geologic Survey has designated as “critical minerals” — non-fuel minerals essential to U.S. economic or national security that have supply chains vulnerable to disruption. Gallium topped that list. It is needed to make the same high-bandwidth memory chips the U.S. wants to avoid allowing China to access for use in artificial intelligence and defense applications. It's used to make LEDs, lasers and magnets used in many products. Germanium is used for optical fiber and solar panels, among other uses. A USGS study recently estimated the likely total cost to the U.S. economy from disruptions to supplies of gallium and germanium alone at more than $3 billion. But the situation is complicated. China imposed licensing requirements on exports of both metals in July 2023. It has not exported either to the U.S. this year, according to Chinese customs data. Antimony exports also have plunged. China produces the lion's share of most critical minerals, but there are alternatives. Japan also imports nearly all of its gallium, for example, but it also extracts it by recycling scrap metal. Washington has been moving to tap sources other than China, forming a "Minerals Security Partnership" with the EU and 15 other countries. President Joe Biden's visit to Africa this week highlighted that effort. Potential supply disruptions also have spurred efforts to tap U.S. deposits of rare earths and other critical materials in southeastern Wyoming, Montana, Nevada, Minnesota and parts of the American Southwest. Germanium has been extracted from zinc mined in Alaska and Tennessee and the U.S. government has a stockpile. The Department of Defense has a recycling program that can extract scrap germanium from night vision lenses and tank turret windows. But China's dominance as a supplier gives it an overwhelming cost advantage, and U.S. resource companies face strong pressures over the potential environmental impact of mines and refineries. What might happen next? Since then-President Trump launched a trade war against Beijing that has ramped up over time, China has adopted a relatively constrained and cautious approach in responding to the U.S. limits on access to advanced technology. Much depends on the future course of overall relations. It is unclear if Trump will follow through on his vows to push tariffs sharply higher once he takes office or if such declarations are the opening gambits in future trade negotiations.China hit back with its own tariff hikes, but excluded many items crucial for its own economy. It sanctioned certain companies, especially defense contractors doing business with Taiwan, but refrained from outright bans on exports of vital materials to the U.S. This time may be different. Just after China's Commerce Ministry announced its export ban, various Chinese industry associations including automakers and the China Semiconductor Association issued statements denouncing Washington's moves to curb access to strategically sensitive technologies and declaring that U.S. computer chips are unreliable. Beijing's announcement also extends its ban on exporting Chinese-produced gallium and other critical minerals to the U.S. to apply to all countries, entities and individuals, saying violators will “be held accountable according to law.”

She did not register a single point across her Olympic battles against breakers from the United States, France and Lithuania in August, losing 18-0 in all three rounds. “They were worried I was damaging her brand, which I would never do,” said Broadbridge, adding: “They were very concerned that people would think that Rachael Gunn was affiliated with the musical. “I want to assure everyone that she will not be part of the show. She added that Gunn’s lawyers trademarked the musical’s poster, which featured a silhouette of the breakdancer’s famous kangaroo hop and said she couldn’t perform that dance as Gunn “owns” it. “That one did puzzle me – I mean, that’s an Olympic-level dance. How would I possibly be able to do that without any formal breakdancing training?” Broadbridge said. The musical was advertised as including songs like “You May Be a B-girl But You’ll Always Be an A-girl To Me,” “I’m Breaking Down,” and “I Would Have Won But I Pulled a Muscle,” according to its Eventbrite listing. That listing now says the show is called “Breaking: The Musical.” CNN has contacted Gunn’s management team at the agency Born Bred for comment. Unionized Amazon workers in New York City, Atlanta, Southern California, San Francisco and Skokie, Illinois, went on strike Thursday, and more at other facilities are prepared to join them, the Teamsters union announced. The union, which says it represent thousands of drivers and warehouse workers across 10 facilities, said it is striking because of Amazon’s refusal to recognize and bargain with chapters of its union. It also cited low wages, union-busting and dangerous working conditions as catalysts for the labor actionTeamsters locals have set up picket lines at hundreds of Amazon Fulfillment Centers so that other Amazon warehouse workers and drivers can join in. Even those without collective bargaining agreements have the legal right to also join picket lines and withhold their labor, the union said in a press release. The union has no planned end date for the strike, per a union spokesperson. “If your package is delayed during the holidays, you can blame Amazon’s insatiable greed,” Teamsters General President Sean O’Brien said in a statement. “We gave Amazon a clear deadline to come to the table and do right by our members. They ignored it.” Amazon said it hasn’t felt any impact to its operations. The company dismissed the strike as a public relations ploy that for the most part doesn’t include actual Amazon workers, and alleged that the Teamsters’ conduct this week and for the past year has been unlawful. “What you see here are almost entirely outsiders — not Amazon employees or partners — and the suggestion otherwise is just another lie from the Teamsters,” Amazon spokesperson Kelly Nantel said in an emailed statement. “The truth is that they were unable to get enough support from our employees and partners and have brought in outsiders to come and harass and intimidate our team, which is inappropriate and dangerous. We appreciate all our team’s great work to serve their customers and communities, and are continuing to focus on getting customers their holiday orders.” A Teamsters representative pushed back against the notion that non-workers are involved in the strike. “This is more of Amazon spreading a false narrative. Workers at Amazon facilities across the country are on strike right now, ” Teamsters spokesperson Kara Deniz said.Amazon didn’t address questions about how discussions with its workers are proceeding, except to say that, in general, while workers are free to join a union, the company values engaging directly with workers without an intermediary. Amazon also listed ways it has recently improved working conditions and pay at its warehouses and for its contract drivers, including increasing its starting wages and providing free Prime memberships. At this point, nearly 10,000 Amazon workers have joined the Teamsters, “fighting for higher wages, better benefits, and safer conditions at work,” per the union’s release. In a statement, Gabriel Irizarry, a driver for Amazon in Skokie, refuted Amazon’s contention that its pay is already in line with what unions are demanding. “They talk a big game about taking care of their workers, but when it comes down to it, Amazon does not respect us and our right to negotiate for better working conditions and wages,” Irizarry said. “We can’t even afford to pay our bills.” Thursday’s action comes about two years after the Teamsters established a division dedicated to mobilizing Amazon workers. Earlier this year, the Amazon Labor Union voted to join the labor giant. That group had been an independent organization, which in 2022 beat the odds when it successfully organized at an Amazon warehouse on Staten Island. The strike also is occurring just days after the U.S. Senate released a report alleging that Amazon’s warehouses create a “uniquely dangerous” work environment. Gjert Ingebrigtsen coached three of his seven children – Henrik, Filip and two-time Olympic gold medalist Jakob – until February 2022, with the brothers first alleging in October last year that their father had used physical violence and threats towards them. “I can confirm that Gjert Ingebrigtsen on November 29th was indicted by our office for physical and mental abuse of his son Jakob Ingebrigtsen,” public prosecutor Birgitte Budal Løvlund told CNN. “The case has been forwarded to the district court of Sør-Rogaland for planning. The prosecution has requested that at least 30 days be set aside for the legal proceedings that are expected to take place during 2025, preferably the first half of the year. This, however, is up to the court to decide.” Løvlund also said that Ingebrigtsen was indicted for the physical and mental abuse of another member of his family, a charge which will be part of the same trial. < Back U.S. Opens Investigation Into Spain's Reported Port Denials of Cargo Ships Carrying Arms to Israel Previous Next WASHINGTON (AP) — The United States has opened an investigation into whether NATO ally Spain has been denying port entry to cargo vessels reportedly transporting U.S. weapons to Israel. The Federal Maritime Commission, an independent body charged with monitoring and evaluating conditions that may affect shipping and U.S. international trade, said it had opened the probe after receiving information that Spain had refused to allow at least three cargo vessels into its ports. “The commission is concerned that this apparent policy of denying entry to certain vessels will create conditions unfavorable to shipping in the foreign trade,” it said Thursday in a notice published in the Federal Register. If the investigation determines that Spain has interfered with such commerce, the commission could levy millions of dollars in fines, up to $2.3 million per voyage, it said. The notice said the commission had been informed on Nov. 19 that Spain was denying port entry to ships, including those enrolled in the U.S.-run Maritime Security Program, which is supposed to afford vessels and their owners protection against “restrictive and discriminatory” licensing because their services are often used by the U.S. military. Two of the three incidents noted by the commission involved vessels run by the Danish shipping giant Maersk in November. The other occurred in May. Spanish authorities did not immediately comment on the November incidents. But in May, Spanish Transport Minister Oscar Puente said the foreign ministry had denied a request to dock by the Danish-flagged ship Marianne Danica, saying it “was carrying weapons to Israel.” A day later, on May 17, Spanish Foreign Minister Jose Manuel Albares told Spain’s state broadcaster RTVE that this was the first ship carrying arms to Israel that had been denied entry. “We are not going to contribute to any more arms reaching the Middle East,” he said. “The Middle East needs peace. That is why that this first denial of authorization will start a policy for any boat carrying arms to Israel that wants to dock at a Spanish port.” The refusal to allow the Marianne Danica to dock at the Mediterranean port of Cartegena came just days before Spain, along with Ireland and Norway, recognized a Palestinian state on May 28. Spain stopped its own defense companies from shipping arms to Israel in October 2023.

< Back Chiplet Marketplace, Sustainability Top Discussions at OCP Summit 7 Dec 2024 MUNICH, Germany – Analog AI chip company Blumind showed off test silicon for its keyword spotting chip, which uses 10 nJ per inference, at electronica 2024. The 2024 Open Compute Project Foundation (OCP) Global Summit drew some 7,000 visitors, and its success was apparent at registration: long lines of people trying to get their badges, no nearby parking if you were coming by car, and a packed show floor keen to learn about the latest initiatives from OCP members and exhibitors. The main opening announcement from OCP was the expansion of its “Open Systems for AI Strategic Initiative,” with contributions from Nvidia with its MGX-based GB200-NVL72 platform and “in-progress contributions” from Meta. This specific community effort was launched in January 2024, with leadership provided by Intel, Microsoft, Google, Meta, NVIDIA, AMD, ARM, Ampere, Samsung, Seagate, SuperMicro, Dell, and Broadcom, with the objective being to establish commonalities and develop open standardizations for AI clusters and the data center facilities that host them. At the show, Meta announced what it said were two new milestones for its data centers: a next-generation network fabric for AI and a new portfolio of network hardware developed in conjunction with multiple vendors. The company’s disaggregated scheduled fabric (DSF) for AI clusters is aimed at open, vendor-agnostic systems with interchangeable building blocks from vendors across the industry, allowing them to build large, non-blocking fabrics to support high-bandwidth AI clusters, according to Meta. Among the products Meta announced are an ASIC for FBNIC. The FBNIC is a multi-host foundational NIC designed by Marvell and contains the first of Meta’s own network ASICs for the company’s server fleet and MTIA solutions, supporting up to four hosts with complete data path isolation for each host. The FBNIC driver has been upstreamed (available from v6.11 kernel) Through the show, the themes I kept hearing were around “advancing efficiency, sustainability and enabling the development of a multi-vendor supply chain.” Chiplet markeplace One of the bigger announcements from OCP was the launch of the foundation’s chiplet marketplace, which it said would be an important step in establishing an open chiplet economy. The site, which currently lists 17 chiplet and IP products, is intended to provide a place where system-in-package (SiP) designers and builders can find the latest available standalone chiplets, design and manufacturing services, chiplet-aware EDA tools, and reference material needed to build chiplet-based products. In its press statement, the OCP quoted its open chiplet economy project co-leads, Anu Ramamurthy and Jawad Nasrullah, saying, “While incorporating third-party known-good dies into a chip design is not yet straightforward, ongoing efforts at OCP are paving the way for this future. Current near-term challenges being addressed by the OCP community include developing advanced 3D-IC design kits that streamline chiplet integration with today’s EDA tools, establishing standardized form factors to simplify chiplet-based designs, and extending chiplet interconnect standards to serve high-volume markets, including automotive sectors using older nodes. Additionally, the OCP community is exploring new solutions for chiplet-based testing and creating specialized chiplets tailored for HPC and AI applications, bringing us closer to a more accessible and innovative chiplet ecosystem.” To understand this more, we caught up with Steve Helvie, VP of emerging markets at OCP, to learn more about the chiplet marketplace announcement, and more. Cate Blanchett 'deeply concerned' by AI impact Cate Blanchett has told the Timesforesight she is "deeply concerned" about the impact of artificial intelligence (AI). Speaking on Sunday with Laura Kuenssberg, the Australian actress said: "I'm looking at these robots and driverless cars and I don't really know what that's bringing anybody." Blanchett, 55, was promoting her new film Rumours - an apocalyptic comedy about a group of world leaders trapped in a forest. "Our film looks like a sweet little documentary compared to what's going on in the world," she said. Advertisement Asked whether she was worried about the impact of AI on her job she said she was "less concerned" about that and more "about the impact it will have on the average person". "I'm worried about us as a species, it's a much bigger problem." She added the threat of AI was "very real" as "you can totally replace anyone". "Forget whether they're an actor or not, if you've recorded yourself for three or four seconds your voice can be replicated." The actress, who has won two Oscars for her roles in The Aviator and Blue Jasmine, said she thought AI advancements were "experimentation for its own sake". "When you look at it one way it's creativity, but it's also incredibly destructive, which of course is the other side of it." In Rumours, Blanchett plays the Chancellor of Germany who hosts a G7 summit for other world leaders. She said the political characters were not based on real politicians and she "deliberately stepped away from that as that's what an audience is going to bring to bear". The film's director, Guy Maddin, added that he intentionally does not reveal the ideologies or allegories of the characters because "there's an attempt when making sense of a movie for an audience to project on to it a message, a lesson, to find themselves in it". Maddin explained that he started creating the characters "from a point of sheer contempt", but as the film progresses and more ludicrous things start to happen "you feel for them a little bit". "They're not politicians for very long, the structures that make them world leaders evaporate incredibly quickly," Blanchet told the timesforesight "What you witness is that they don't know who they are and that's part of the artificiality of the way they have very little to do with the real world. "People talk about actors being infantilised and indulged, but there's something about politicians being infantilised and indulged by the system."
